Author Biography:

Victor Moore is a barrister of Gray's Inn and a Professor Emeritus of the University of Reading. For many years he was the editor of Journal of Planning and Environmental Law. He has written and lectured extensively on aspects of planning law in the USA, EU, Australia, Singapore, Hong Kong and Japan.
