It would be "un-lean" for public administrators to start from scratch implementing Lean initiatives when there is so much to learn from existing endeavors. Lean seeks standard work. Fifty states and thousands of municipalities conduct similar processes. What can be learned from the experiences of others on the Lean journey? A Public-Sector Journey to Lean describes the application of Lean process improvement principles and techniques to governmental organizations. The core concepts are illustrated by using specific examples drawn from Lean initiatives, particularly those underway in New England. Each chapter identifies the challenges faced by public sector in the development of a Lean program. Common pitfalls are discussed frankly, along with a range of potential countermeasures. Examples of projects and profiles of Lean practitioners are interspersed to illustrate the lessons learned. While acknowledging the practical differences between for-profit and non-profit enterprises, this book demonstrates that principles of Lean apply equally as well to all sectors. The Appendices provide a curriculum for White, Yellow, and Green Belt training programs. The hands-on approach to Lean training includes hypothetical scenarios that can be used to simulate Kaizen mapping projects.

Author Biography

Kate McGovern, MPA, Ph.D. is a Lean trainer and practitioner for New Hampshire's Bureau of Education and Training (BET) since 2009 when she was inspired by a Lean course taught for BET by Maine's Sam McKeeman. Working with her colleagues at BET, Kate designed a series of White, Yellow, Green Belt programs that facilitated the development of a Lean Network in New Hampshire. She has participated in regional Lean events, both as a speaker and trainer. She assisted in the development of a Lean training program for the Vermont Agency of Transportation through Daniel Penn Associates, and has conducted training for the New England States' Government Finance Officers' Association (NESGFOA), and she currently coordinates New Hampshire's Lean Black Belt program. Kate is a graduate of the University of Hartford and Fielding Graduate University and the author of Challenges in Pension Governance: A Case Study of the New Hampshire Retirement System.
