Excerpt from Argument Before the Committee on Commerce of the Senate of the United States, in Opposition to the Reagan Bill, for the Regulation of Inter-State Commerce by Railway Mr. Chairman - The proposed act which your courtesy enables me to discuss at this time and in 'this manner, is H. R. Introduced in the Senate on 'the 12th of December last, and is entitled An act to' regulate inter-state commerce and to prohibit unjust discriminations by common carriers. I object first, that its title is misleading and erroneous. I hope to show that it will not regulate but confuse inter State commerce; that it will encourage transportation dis criminations that do not now exist, while prohibiting none of importance that may exist and that it does not, 'as implied, apply to all common carriers.
