Excerpt from Charter of the City and County of San Francisco: In Effect January 8, 1900, With Amendments of February 5, 1903 Provision of section, how limited. The requirement of this sec tion, that certain bills and resolutions which shall have been passed by the Board of Supervisors shall be presented to the Mayor for his approval, gives him a qualified veto upon the action of the Board, but does not make him a constituent part of the legislative author ity of the City and County. The provision in this section is, more over. Limited to the bills and resolutions hereinbefore provided. And does not include proposals for amendments to the Charter. It is not therefore necessary that such proposals should be concurred in by the Mayor, or presented to him for approval: Harrison v. Roberts, 145 Cal. 173, 180; 78 Pac. Rep. 537. Ordinance fixing water-rates need not be presented for approval. The constitutional provision for the fixing of water-rates by the Board of Supervisors or other governing body of the City and County of San Francisco did not require the ordinance fixing such rates to be presented to the Mayor of San Francisco for his approval: Jacobs v.
