Defending Europe seeks to clarify the competing ambitions, the contrasting visions and the trans-Atlantic tensions related to the recent quest by Europe for autonomy in the sphere of security and defense. Scholars from both sides of the Atlantic explore the development of ESDI within NATO, the revival of the WEU and the launch of the EU's Common European Security and Defense Policy. Among the issues discussed are the Euro-American capabilities gap, concerns regarding decoupling, discrimination, and duplication, and the complications posed by NATO/EU enlargement. Two contrary conclusions debate whether ESDP is more likely to strengthen or undermine the Atlantic Alliance. This informative foray into the trans-Atlantic security and defense issues is a crucial addition to the ongoing dialogue concerning this shifting and evolving relationship.

Author Biography:

JOLYON HOWORTH is Visiting Professor of Political Science, Yale University and Jean Monnet Professor of European Politics at the University of Bath, UK. He has published extensively in the field of European security and defence policy and French history and politics - twelve books and over eighty journal articles and chapters in books. Recent books include European Integration and Defence: The Ultimate Challenge? (Paris, WEU-Institute for Security Studies, 2000);The European Union and National Defence Policy, (co-edited, Routledge, 1997). Articles have appeared in leading international relations and history journals. JOHN T. S. KEELER is a Professor of Political Science and Director of the Center for West European Studies/European Union Center at the University of Washington, USA. His previous books include The Politics of Neocorporatism in France: Farmers, the State and Agricultural Policy-making in the Fifth Republic (Oxford), Reformer: Les Conditions du Changement Politique (Presses Universitaires de France), Chirac's Challenge: Liberalization, Europeanization and Malaise in France (St. Martin's) and Agricultural Policy (Edward Elgar). He has been awarded the Chevalier de l'Ordre des Arts et des Lettres by the French Ministry of Culture and the Chevalier de l'Ordre du Merite Agricole by the French Ministry of Agriculture.
