The Dilemmas of Democracy in Latin America explores two main themes why democracy in Latin America is in bad trouble, and why U.S. policy in the area so often goes astray. The book argues that Latin America was founded on such a different basis than the United States that it cannot possibly imitate the U.S. model of democracy. Meanwhile, U.S. policy in Latin America goes astray not just because Americans neglect the area but because, fundamentally, we don't understand it. Ultimately is it only with a renewed and respectful approach to U.S. policy can we hope to encourage a strong and effective democratic tradition there.

Author Biography:

Howard J. Wiarda is Dean Rusk Professor of International Relations and head of the Department of International Affairs at the University of Georgia. He is also Senior Scholar at the Center for Strategic and International Studies (CSIS) in Washington.
