James A. Richardson is John Rhea Alumni Professor of Economics and director of the Public Administration Institute in the E. J. Ourso College of Business Administration at LSU as well as the editor of Louisiana's Fiscal Alternatives: Finding Permanent Solutions to Recurring Budget Crises. Steven M. Sheffrin is executive director of the Murphy Institute and professor of economics at Tulane University. James Alm is professor and chair in the Department of Economics at Tulane University.
