Andrew C. Kuchins is a senior associate of the Russia and Eurasia Program at CSIS. Jeffrey Mankoff is a senior fellow and deputy director of the Russia and Eurasia Program at CSIS. Oliver Backes is a research associate with the Russian and Eurasia Program at CSIS.
