There would be little to live for under such a regz'me, and nothing to do but to watch the hours drag wearily along. Nothing can be more certain than that the forced apportionment of all kinds of property, whether directly or through the medium of the State, would be followed at no great distance of time by encroach ment, in which cunning and every phase of chicanery and fraud would play an underhand, but so far as the result was concerned, a very pronounced part. In other words, continual re-adjustments would alone keep the balance of interest in anything ap proaching an equipoise and prevent one man from enriching himself at the expense of his neighbour, though even re-adjustment would not be a complete protection against concealment and artifice.
