Author Biography:

MANUEL RIESCO is Vice President of the National Centre for Development Studies (Centro de Estudios Nacionales de Desarrollo Alternativo/CENDA), Chile, and of the Foundation for Poverty Elimination. He has held administrative and teaching positions at universities in Chile and the United States, and has been senior advisor to the Chilean government and parliament. He has written widely on Chilean development, and is the editor of Revista Encuentro XXI.
