Author Biography:

Hubert Heinelt is Professor of Public Administration, Public Policy and Urban Research at the Institute for Political Science, Darmstadt University of Technology, Germany. Daniel Kübler is Assistant Professor at the University of Zurich, Switzerland and currently visiting researcher at the University of New South Wales, Australia.
