Thus, the author makes the case that a believer who receives the Holy Spirit should also "prophesy" as the prophet Joel indicates in his now famous prophetic utterance. The theological principle advanced by the author, is that both oral modes of the Spirit's gift should be in evidence when the Spirit's baptism is experienced.
