Alexander Horne is Legal Adviser to the House of Lords European Union Committee and Honorary Lecturer at University College London. Gavin Drewry is Emeritus Professor of Public Administration at Royal Holloway, University of London; and Honorary Professor in the Faculty of Laws at University College London.
