Author Biography:

Liping Dai is Researcher at the Chinese Public Administration Research Center, School of Government, Sun Yat-sen University, Guangzhou, China, and at the Utrecht Center for Water, Oceans and Sustainability Law at Utrecht University, the Netherlands.
