If any person shall knowingly and fraudulently reg ister or vote contrary to the provisions of this act, he shall be deemed guilty of a misdemeanor, and shall on conviction, be imprisoned not less than six nor more than twelve months, or fined not less than one hundred nor more than five hun dred dollars; and any registrar oi voters who shall make or cause or suffer to be made any entry with intent to commit a fraud, shall be liable to the same penalty.
