This work aims to transform the study of school reform, development and improvement. It not only provides an overview of policy developments, professional and political issues, research findings and their history; it also relates such thinking to case studies. Particular emphasis is given to urban schooling, with a candid look at what can be learnt from success and failure of school reform programmes.
