Excerpt from Rules of the Game of Golf, as Approved by the Royal and Ancient Golf Club of St. Andrews, September 1908: Together With Recommendations, Form and Make of Golf Clubs, Etiquette, Special Rules for Match Play Competitions, Rules for Three-Ball, Best Ball, and Four-Ball Matches, Special Rules for Stroke Competitions Hazard (6) A hazard is any bunker, water (except casual water), sand, path, road, ditch, bush, or rushes. Sand blown on to the grass, or sprinkled on the course for its preservation, bare patches, sheep-tracks, snow, and ice are not hazards.
Casual water. (7) Casual water is any temporary accumulation of water (whether caused by rainfall, flooding, or otherwise) which isinot one of the ordinary and recognised hazards of the course.
