Excerpt from The American Cotton Spinner, and Managers' and Carders' Guide: A Practical Treatise on Cotton Spinning; Giving the Dimensions and Speed of Machinery, Draught and Twist Calculations, Etc;; With Notices of Recent Improvements; Together With Rules and Examples for Making Changes in the Size and Numbers of Roving and Yar Throughout the years 1817, '18, '19, and '20, ruin and desolation spread among the manufacturers. In 1822, Mr. Baldwin' s tariff was brought before Congress; it was bitterly opposed; but, with several modifications, it passed into a law in 1824. The drooping spirits of the manufacturers had been Sustained by the anticipation of this result. Although the increase of the duties was not sufficient to prevent the market from being glutted with British goods, the manufactures gra dually improved, and even increased. In the year 1820, Captain John Towers erected the first mill in Manayunk, Pennsylvania; and, In the same year, Isaac Baird rented an apartment in this mill, and spun the first cotton yarn ever manufactured in that place. In 1818 the Canal was in process of construction, and there were only two small cottages on the space now occupied by this thriving manufacturing town.
