In the meantime the money is to be raised by loan, each power guaran teeing its own share, a plan which seems worthy of China. Although present indications of any permanent good to either Foreigners or Chinese being the out come of the present complications are not promising, it is to be hoped that the ultimate result will be the awakening of China, and the bringing of its out-of-date customs and methods in line with the requirements of modern civilisation.
