Author Biography:

Rita J. Simon is Professor in the Department of Justice, Law and Society at the American University. Howard Altstein is former Dean of the School of Social Work at the University of Maryland. Marygold S. Melli is the Voss-Bascom Professor of Law at the University of Wisconsin School of Law.
