Stephanie P. Newbold is Deputy Dean of the School of Public Affairs and Administration and Associate Professor of Public Affairs and Administration at Rutgers University – Newark, USA. David H. Rosenbloom is Distinguished Professor of Public Administration at American University, USA and serving as Chinese Thousand Talents Program Professor at Renmin University of China for 2016-2019.
