From 1859 to 1865 he served as Minister at Washington he was transferred to the Embassy at Constantinople in 1865, and then as ambassador at Paris (1867 - 1887) he witnessed the outbreak of the franco-german war, the fall of the Second Empire, and the establishment of the Third Republic.
