EIVIND HOVDEN is Senior Research Fellow at the Fridtjof Nansen Institute, Oslo, Norway. He has published articles on international relations theory and the environment. - EDWARD KEENE, formerly lecturer in International Politics at the School of Oriental and African Studies in the University of London.
