Police inspector Jonah Mantz (Michael Rooker - The 6th Day, The Replacement Killers, Henry: Portrait of a Serial Killer) is disgruntled with the system of justice he has pledged to uphold. After killing a homicidal gunman in the subway, things come to a head when Mantz is suspended by Internal Affairs. Jonah is in love with Lisa Kantrell (Lysette Anthony - Look Who's Talking Now, Husbands and Wives, Krull), assistant to a corrupt city councilman whom she hates because of his constant sexual harassment. When Lisa suggests to Jonah that stealing her boss's mob payoff of three million dollars would secure their future, Jonah reluctantly agrees. Through his underworld contacts he blackmails an electronics expert, Dr. Chandler Etheridge (Eric Roberts - Tripfall, Runaway Train, Past Perfect), to crack the safe in the councilman's office for them. Sparks begin to fly as the three journey through a maze of twists and turns, caught up in a web of deceit, infidelity and greed which leads to the final double cross in a deadly game of winner-takes-all.
