The House of Representatives is com posed of members elected by the people, one representative for every persons in each state, and one additional representative for each state having a fraction greater than one moiety of the said ratio. The compensation of each member of the Senate and House of Representa tives is eight dollars per day, during the period of his attendance in Congress and eight dollars for every twenty miles' travel, in the usual road, in going to and returning from the seat of government.
