Description

Based on a recent OECD/IOM/World Bank seminar, this publication examines the opportunities and challenges raised by the current WTO services negotiations on the temporary movement of service suppliers, under mode 4 of the WTO General Agreement on Trade in Services (GATS). The book explores possible options for building greater understanding between trade and migration policymakers and suggests ways to realise potential gains for developed and developing countries alike. Powerful drivers for liberalisation include increased trade and investment, strengthened global business networks, skills shortages in developed countries, and increasing export capacity in skilled labour in developing countries. However, issues of concern remain, including how far 'mode 4' will contribute to a 'brain drain' in developing countries, and its impact upon the sensitive issue of how countries will regulate the entry of foreigners into their territory.
