Excerpt from Transactions of the Sixteenth Annual Conference of State and Territorial Health Officers With the United States Public Health Service: Held at Washington, D. C., June 3 and 4, 1918 State health officers would turn over, at such intervals as the Surgeon General of the Public Health Service desired, either weekly or monthly, the tot-a] number of cases of the communicable diseases mentioned. The expense attached to the work in each State need only be that for the services of a clerk or a stenographer, for tele grams, telephones, and postage. Dr. Bracken. There are good points in the recommendations of this committee, but there are a number that I should like to see changed. First, I do not like the idea of the cities reporting to the service direct. It might give some of them the idea that they could work independently of the State. Many States have been trying to make the larger cities feel that they were part of the State. One day's delay could permit the cities to report to the State and the State to you. You would get the same results and keep the cities in line with the State work. I would be sorry to see a fee established, if it is to be paid by the State, because some States are not in position to pay fees yet, and it is hardly fair to ask the Federal Government to do it. I have always taken the position that a physician who was not sufficiently loyal to preventive medicine to report his cases without being paid a fee for it was not much of a doctor.
