Author Biography:

ACHIM HURRELMANN is Assistant Professor of Political Science at Carleton University, Canada. His publications include Democratic Dilemmas of Multilevel Governance (co-edited with J. DeBardeleben), and Legitimacy in an Age of Global Politics (co-edited with J. Steffek and S. Schneider). STEPHAN LEIBFRIED is Professor of Social Policy at the University of Bremen, Germany, where he is also Director of the Research Centre 'Transformations of the State' and Co-Director of the Centre for Social Policy Research. He is the co-author of Limits to Globalization (with E. Riege
