Games Workshop have taken advantage of the fact that Age of Sigmar can be played at a skirmish level to produce a more affordable starter set featuring a small number of models. The miniatures are of the excellent quality that you'd expect, and at 13 minis for under $60 it's perfectly acceptable value for some skirmish-level gaming, though I still balk at the idea of assembling a large army for the game. The rule booklet, rather than being simply a copy of the rules, also includes four Battleplan scenarios which are well designed for use with only a handful of warriors per side; the objectives keep the game from being a simple fight to the death and provide some real tactical decisions. They look like they'll make for a fun little campaign to play through in an afternoon. Overall, I'm impressed. Good price, great minis and a surprising amount of game content. Definitely something I'd like to encourage from GW.
