British policy has been highly successful in recruiting the best overseas postgraduate students. However, major discrepancies remain between stated objectives and practice, between economic benefit and cultural barriers, between what has been successful and what will continue to be so.This study provides an analysis of the growing phenomenon of the mobility of international students and its effect on the policy and practice of a significant host country, Britain. The focus is on postgraduate students who form the key group.The book examines the problem from a number of perspectives: the historical and international context; the pattern of overseas student recruitment; the evolution of policy; the current framework; the effects of policy measured against objectives at institutional, national and international levels; the impact on individual students, and their needs and requirements; and challenges to existing policy and the readiness of policy-makers to adapt.The international labour market for graduate and postgraduate knowledge and skills, and the increasing mobility of qualified people is having a major impact on educational systems, on employment and ethnic relations.
