Author Biography:

FRANK MARUTOLLO has been a Marine Corps Manager for over twenty years. A lawyer, he has written extensively on Public Administration and the Marine Corps. Dr. Marutollo has won the outstanding author award in 1984 and 1988 from the American Society of Military Comptrollers (Washington, DC Chapter).
