HENRY F. CAREY is Associate Professor of Political Science at Georgia State University in Atlanta, USA. He is the editor or author of six books, including Reaping What You Sow: The Politics of Torture Reform in the United States, France, Argentina and Israel. He has also co-edited and contributed essays to the International Law section of the International Studies Compendium. He regularly contributes blog for www.worldpolicy.com and for other websites, and is the editor of United Nations Law Reports.
