Inaction on Dr. Kao's Declaration of Human Rights in 1977 represented perhaps the greatest missed opportunity of President Jimmy Carter's legacy in speaking out for those without a voice. In retirement, Dad self-financed a tour of eight China mainland seminaries in Shanghai, Nanjing, Beijing, Xian, Chengdu, Wuhan, Suzhou, and Guangzhou. The seminaries had shut down for decades, but not the Gospel.
