Description

This book is primarily a collection of excerpts from the autobiography of Utah Peace Officer Jay Fackrell who was part of the State of Utah Motor Vehicle Enforcement Division (MVED) from 1975 to 1995 and Director of the Division from 1985 to 1995. After finishing his autobiography in 2018, some of the officers he had served with asked him for copies of his writing. However, the autobiography contained personal information that was not written for general consumption and was intended only for grandchildren and other descendants who might someday be interested in the story of his life. In order to memorialize and share career information only, this selection of stories was written. Presented here are what he felt were the most salient parts of his working life. It was with considerable internal conflict that he finally decided to include actual names of individuals in the story, along with his professional corresponding allegations of civil, administrative and criminal violations of law. Despite not having any desire to tarnish the reputation of those people, he felt the story needed to be told truthfully, reserving judgment to the reader. Since the original autobiography was directed to an intended audience of only family members and close friends, certain assumptions were made about what the reader probably already knows and how far the information would be distributed. More so, this abbreviated version was written and directed to an audience of immediate family and former law enforcement co-workers. Back when the Author was a police officer, some of the people written about left no doubt - at the time the events happened - that they would have no qualms doing the Author harm for his enforcement actions. It must be assumed that some of that decades-old hatred could be reignited by the Author's use of actual names and alleged offenses. The Author is aware that some of that hatred was never resolved by their lawsuits and threats, and that the words in this book may reignite their feelings of violence toward him and his family. The Author had planned to not have his autobiography published until after his death in order to avoid retribution from those wishing to do him harm. It is hoped that distribution of the final work will be limited, as originally intended, for the protection of his family. The book is divided into two sections: first, his story; then topics & anecdotes. Because MVED was not a typical law enforcement agency and the Author's early career path did not conform to archetypal law enforcement progression, his story and anecdotes are not what are typically found in the autobiographies of retired police officers. The book presents a unique glimpse of law enforcement through a very narrow window that is not widely known of and available until now.
