Sam Bateman is a Professorial Research Fellow at the Australian National Centre for Ocean Resources and Security at the University of Wollongong, Australia. Joshua Ho is a Senior Fellow at the S Rajaratnam School of International Studies, Nanyang Technological University, Singapore.
