Excerpt from A Dissertation on the Nature and Extent of the Jurisdiction of the Courts of the United States: Being a Valedictory Address Delivered to the Students of the Law Academy of Philadelphia, at the Close of the Academical Year, on the 22d April, 1894 Tue questions which are the subject of the following Discourse, are some of the most im poutant that have been agitated under the Con stitution of the United States. In whatever way they may be finally determined by the competent authorities, the decision will have considerable influence on our general juris prudence, and even on the ultimate shape which our federal Constitution may be destin ed to assume. That there are implied, as well as express, 7 powers granted by the Constitution of the United States to the national government, is what it is at this day impossible to deny or even to doubt. Some of those have already been acted upon, and are in the full course of actual exercise; others are prepar ing to be carried into executton.
