Excerpt from An Historical and Critical Review of the Civil Wars in Ireland: From the Reign of Queen Elizabeth, to the Settlement Under King William; Extracted From Parliamentary Records, State Acts, and Other Authentic Materials While Papifis, he fays, acknowledge a foreign power, fuperior to the fovereignty of the kingdom, they cannot complain, if the laws of that kingdom will not'treat them on the footing 'of good fubjeets. With great deference to fo great an authority, this judgment includes a charge, which it is impoflible to fupport, unlefs it can be proved that Englifh and i'riih Papifis are men of different principles from their brethren in Hanover and Canada. But this is not the cafe; the majority of Engliih Papifls even in 'the days of Qycen Elizabeth (who {tripped them of power and li rberty) acknowledged no authority fuperior to her fovereignty, and re nounced to the authority of Pius the Fifth, who wanted to withdraw them from the allegiance they owed her. This they have done, Without any breach with the Roman fee in matters purely fpiritual in things, I mean, which regard the next life, not the prefent. The Papifts of Ireland have, in a Formulary lately drawn up by themfelves, renounced any authority, civil or temporal, claimed or unclaimed, by any foreign Prince or Prelate what Ioever, recogmzrng at the fame time his Majefiy's title, and profefiing their allegiance to be due to him folely. Thus it is at prefent, even in Spain and Portugal, where no fubjce'r would dare own or recognize any foreign power fuperior to the fovere1gnty of thofe kingdoms; and nearer home in France, the fovereignty'of that kingdom is'io jealoufly guarded, againf'r all foreign pretenders and pretenfions, that a profeifor who ihould bring this matter even into doubt, would be degraded from his office, if he did not' meet with a feveret punifhment. Pity it is, that a point of know ledge, fo much within his reach, fhould efcape Judge Blac'ki'rone; pity it is indeed, that fo great an authority, fhould be employed toigive weight, and perhaps perpetuity to a popular error, fo injurious to; a million of his Majefiy's good fubjeets, for fo I venturetodenominate them, not; withftanding the hurt they do the public through a legal incapacity to ferve it.
