And wish to establish themselves in any of them, can do so at any time; and shall therefore be entitled to the benefits granted by this law to new settlers; for which purpose they shall present themselves to the Commissioner, or, in his absence, to the respective civil authority, in order that, by making themselves known to the Govern ment, they may receive their grants in due form.
