This volume explores the governance patterns of three cities of the Americas, Seattle, Montreal, and Curitiba, which all present different but interesting cases in dealing with sustainable urban transport challenges. The authors study empirical data from these three cities to analyze how specific governmental and policy instruments (planning, consultation and market mechanisms for example) were implemented in each case. Through concepts coming from policy studies and sociology, for example, such as path dependency, institutional culture and transaction costs, the three cities are also looked at in a broader perspective in order to better understand how they deal differently with their common challenges.

Author Biography

Jean Mercier is an adjunct professor at the political science department of Universite Laval, in Quebec city. He was holder of the Vergniaud Chair of territorial governance at the Universite de Bordeaux in 2009. Fanny Tremblay-Racicot, PhD, is Postdoctoral Fellow at the Chaire In.SITU for innovative strategies for the integration of transportation and land uses (ESG-UQAM) where she is conducting research on affordable housing in transit-oriented developments in Canada. Mario Carrier is a Professor at the Graduate School of Urban and Regional Planning, Laval University, Canada. He is also a member of the Centre for Research in Planning and Development (CRAD) at Laval University. Fabio Duarte is a urban planner, Research Scientist at MIT Senseable City Lab, professor at the Pontficia Universidade Catolica do Parana, Brazil, and consultant for the World Bank. Among his books is "Unplugging the city: the urban phenomenon and its socio-technical controversies" (with Rodrigo Firmino, Routledge, 2018).
