Excerpt from Macmillan S Magazine, 1884, Vol. 49 The landlords crammed human beings into these wretched dens, and the greater the overcrowding and the more wretched the buildings, the greater was the difficulty of obtaining them on any reasonable terms. There would really be no hardship, 'no injustice at all, so far as we can conceive, especially when regard is paid to the principles already adopted by the Legislature in many matters affecting morality, sobriety, and the public health - there would be no novel infringement upon the rights 'of pro perty - ii Parliament were to insist that when owners of inhabited houses per mitted their property to become liable to be condemned as unfit for human habitation and detrimental to the public health, they should be called upon to demolish the same, remove from the surface the materials, and rebuild thereupon a building to house as many as had been displaced, to the satisfaction of the local authority, and that upon his failing to do so after a reasonable lapse of time after notice, the ground should be acquired by the local authority at a value based solely on the ground itself, if indeed absolute forfeiture should not be demanded.
