Johnson, as follows: Gentlemen: I regret very much that Mayor Johnson is not able to be present in person this morning to welcome you to our city, but on his behalf and on behalf of the municipality I bid you a hearty welcome to Cleveland. I trust this is no formal matter. Cities have their Spirit, their life; their social feeling, and I believe that hospitality is one of the characteristics of Cleveland.
