Excerpt from Observations on the Management of the Poor in Scotland: And Its Effects on the Health of the Great Towns If these assertions were to be held as established, it might very fairly be maintained, that in this manner our duty to our poor brethren would be both most efficiently, and (what is, no doubt, with many the chief recommendation of the system) most cheaply performed. But it is quite Obvious, that, in order to release the people of this or any other Christian country from the obligation so precisely and emphatically laid down in Scripture, of clothing the naked and feeding the hungry, it is necessary that those assertions should not only be made, but be distinctly proved, in the only way in which such an assertion can be proved, viz. By experience; and that the burden of proof rests on those who contend for this interpretation (certainly different from the direct and literal meaning) Of those memorable words of Scripture.
