The past Presidents, together with the officers and Executive Committee, Shall constitute the Council of the Academy, and represent it in the transaction of any necessary business not specially provided for in this constitution, in the interim between general meetings. Sec. 3. This constitution may be altered or amended. At any annual meeting by a three-fourths majority of the attending members of at least one year's standing.
