The first difficulty that confronted the writer of this report was the fact that he was called upon to plan a school for a city he had not seen, in a country he had never visited, to suit industrial needs quite unknown to him, and to fit the customs and tastes of a people with whom he had never mingled. His first effort, therefore, was to meet people who had lived in Brazil, to read books and reports, especially the reports of the U. S. Department of Commerce, and magazine articles. From these sources he gained certain impressions and facts which are stated in the following pages because they provide a reason for many of the recommendations.
