They did not hold a strategic position in polit ical affairs for the simple reason that the South, always in the Demo cratic column, was not a pivotal section that could be swayed from side to side. Its Congressmen did not take a great part in moulding the foreign policies Of the country, aside from the tariff, for the reason that foreign policies were not vital issues in the South.
