At last, on the 28th of June, Lord Stratford writes, that it is some consolation to me to find that, even at this eleventh hour, the necessity of listening to my advice and sending off reinforcements without further delay, is recognised. Here, then, when the summer is half over, and the Russian army has already got under can vass beneath the walls of Kars, the Turkish government for the first time awakes to the danger. Then follows the reaction usual in such cases, and the Ottoman cabinet now becomes nervously anxious 'to avert those disastrous consequences which their own culpable apathy and indifference have entailed.
