Excerpt from Twelfth Biennial Report of the State Board of Health of California: For the Fiscal Years From June 30, 1890, to June 30, 1892 Upon adjournment of the conference, Dr. Ruggles proceeded to Wash ington, where he presented his letter of introduction to our Congressmen, Hon. T. J. Clunie and Hon. Marion Biggs, who received him most cordi ally and conducted him to President Harrison, to whom he explained the wants of this coast in the way of sanitary protection. From there Messrs. Clunie and Biggs took Dr. Ruggles to see surgeon-general J. B. Hamilton. While conversing with this gentleman on the necessity of maintaining a strict quarantine on our southern border, a telegram was received from Dr. Tyrrell asking the appointment of a Government Inspector in New Mexico, as smallpox was reported epidemic. Surgeon General Hamilton at once complied and telegraphed Dr. Tyrrell that he had appointed Dr. S. S. Herrick to the position. Dr. Ruggles' verbal report was received and the thanks of the Board returned, with the request that Dr. Ruggles furnish a written report for publication in the next Biennial Report, which was carried.
