Too many people, not enough supplies, not enough places to hide, growing zombie hordes… You can't help but betray people!
This will entirely depend on the temperament of people you game with but if you like back-stabbing people, you will probably like this, because you're going to have to!
At least for our group, City of Horror succeeded where Lifeboats failed. Lifeboats felt to mechanical while City of Horror gave the external pressures and dilemmas to fuel conflict. It's more swingy, more lucky but it is an absolute riot and offers plenty of variation for future games.
