Author Biography:

Ryo Fujikura is Professor at the Faculty of Humanity and Environment at Hosei University and a Visiting Fellow at the Japan International Cooperation Agency Research Institute: JICA-RI, Japan. Tomoyo Toyota is a Research Associate at at the Japan International Cooperation Agency Research Institute: JICA-RI, Japan.
