Morris P. Fiorina is the Wendt Family Professor of Political Science at Stanford University and Senior Fellow at the Hoover Institution. Samuel J. Abrams is a doctoral candidate in the Department of Government at Harvard University and a Fellow at the Hamilton Center for Political Economy, New York University.
